Yes there are a number of ways.
I may add this option directly to PCC for the next build.
But for now you could:

1: place the MP3 file in the PCC sounds folder
then in AHP create a Macro that is triggered by a Phantom/dummy module
in the macro have AHP send a windows command to PCC with the command line argument BigBen.mp3 0
2: you could create a user command in PCC that played the MP3 file
then in AHP create a Macro that is triggered by a Phantom/dummy module
in the macro have AHP send a windows command to PCC with the command line argument >usercommandname< 0
3:If you wanted the mp3 file to repeat for each hour you would need to make a macro for each hour
in the macro have AHP send a windows command to PCC with the command line argument BigBen.mp3 0
replacing Zero by the number of repeats EG BigBen.mp3 1 for 2 o'clock BigBen.mp3 2 for 3 o'clock
