Yep this can be done.
However I find her extremely slow for sending X10 commands but that's most likely due to how I've set this up.
I still use PCCompanion and AHP for the automation part but Cortana acts as a voice remote while I'm at the PC. This means I don't need an Alexa device or Google Home device in my office.
Enabling Cortana basically kills any Voice recognition in other PC software however there may be a workaround I've yet to discover. :-[ ::) :`)
